For years I have felt that all units should have command if they were planning on fighting. Recently though I keep finding armies which might not need them. In particular Tomb Kings, and Vampire counts will never need them to rally and for the cost of half a skeleton it seems a better buy for that one time you tie. Further demons could go without them except for the occasional golden fiddle. While these are obvious choices elite units which seldom run do not need them either. So Black guard, hammerers, and Chaos knights can just save the points. Of course while I am taking musicians off fighting units I now feel some shooters should have either musicians or standards. Often then will hold off the harpies, furies and dogs of the world. I think they work well on larger units of 15 or more, units in ranks (like on a hill), or T4 troops. These changes may not make a big point difference for you but remember warhammer is a game of very little advntages and every bit helps.
