I have managed to look through our demo copy of the lizardman book pretty thoroughly and this book seems to bear more resemblance ot the Warrior of Chaos book than to the Chaos Demons.  In general the book has not changed a lot.  They only added two things and for the most part made things worse as often than making them better.  On the Plus side there are now two types of salamanders, one which shoots using the flame template and one which gets artillery die of S4 but must roll to hit.  The Saurus also get two attacks on thier profile so the saurus with spears will be frightening for only 12 pts.  If these are not to your tastes then you can play ranked skink units with Kroxigors in them.  Finally they created an ancient stegadon and gave it a lot of blowpipe attacks.  This can also be ridden by Skink heroes including the priests who get the engine of the gods.  Of course there are a lot things they nerfed.  The Kroxigor is now only S4 with a great weapon, spawnings are gone, Terredons lost an attack, Chamelon Skinks lost their special scouting ability, and most magic itmes people played are changed or gone.  Slanns get some cool abilities to personnalize your big toad but swarms are still overcosted and worthless, the temple guard is only stubborn with the slann, and skink priests still only have one school of magic and a mediocre one at that.  Now in general this is a weak non-exciting book but there are some builds like the 25 casting dice army with 4 stegadons which will see tournament play, but in most cases this book is far closer to Orcs & Goblins or Warriors of Chaos than to the four broken armies of Vampires, dark Elf, Deamons, or High Elves.
